Bihar Secures India’s Largest Rs.3,000 Cr Locomotive Export Deal to Guinea

In a landmark achievement for India’s manufacturing sector, the Diesel Locomotive Factory (DLF) in Marhowra, Bihar, has secured its first major export order. The facility—a joint venture between Indian Railways and U.S.-based Wabtec Corporation—will produce 140 high-powered ES43ACmi diesel locomotives for the Republic of Guinea’s Simandou iron ore project. Valued at approximately ₹3,000 crore, the contract underscores India’s growing prominence in global railway manufacturing.

To mark this historic moment, Hon’ble Minister Shri Nitish Mishra attended the official naming ceremony of the export consignment at the WLPL Marhowra Locomotive Plant in Bihar’s Saran district. The event celebrated the dispatch of India’s largest-ever locomotive export, witnessed by dignitaries from Guinea, embassy officials, Ministry of Railways representatives, Wabtec executives, and delegates from global mining giant Rio Tinto.

Marhowra Plant: A Pillar of ‘Make in India’

Established in 2018 over 226 acres, the Marhowra plant was envisioned as a flagship under the ‘Make in India’ initiative to boost indigenous industrial capabilities. Since inception, it has delivered over 650 locomotives to Indian Railways, maintaining a robust annual production rate of around 100 units. This export order marks a pivotal shift—transforming the plant from a domestic asset into a global supplier of advanced railway technology.

Engineering Powerhouse: ES43ACmi Locomotives

Known locally as WDG-4G, the ES43ACmi locomotives are part of Wabtec’s acclaimed Evolution Series. Each locomotive is powered by a 4,500 HP engine, offering superior fuel efficiency and durability in high-temperature and heavy-haul conditions—perfectly suited for Guinea’s mining operations. Built with dual cabs and equipped with advanced emission control systems, these machines meet UIC 3a and EPA Tier 3 standards, exemplifying India’s commitment to sustainable and cutting-edge manufacturing.

Simandou Project: Unlocking Global Mineral Wealth

Located in southeastern Guinea, the Simandou project is one of the world’s largest untapped high-grade iron ore reserves, estimated at over 1.5 billion tonnes. Central to the project is the construction of a 600-km TransGuinean Railway, connecting the mines to the Port of Morebaya. India’s ES43ACmi locomotives will serve as the backbone of this ambitious logistics network, facilitating efficient ore transportation to international markets.

Economic Impact: Bihar at the Forefront

This milestone export initiative underscores India’s emergence as a global hub for locomotive manufacturing, reinforcing its $5 trillion economic vision and cementing Bihar’s rising industrial importance. More than a commercial success, the project aligns with the goals of ‘Atmanirbhar Bharat’, promoting self-reliance and technological leadership. It is expected to generate significant employment—directly at the Marhowra facility and indirectly through a growing network of ancillary industries—strengthening Bihar’s role in the national manufacturing ecosystem.

Building Global Partnerships

The collaboration between Indian Railways, Wabtec, and Guinea’s mining sector exemplifies how strategic international partnerships can drive infrastructure development. By supplying state-of-the-art locomotives for the Simandou project, India not only boosts its export portfolio but also supports the economic advancement of a fellow developing nation.

A Launchpad for More Exports

With deliveries scheduled to commence in June 2025 and conclude by March 2028, the Marhowra plant is poised to become a trusted source of high-quality locomotives for international clients. This breakthrough is likely to open doors to further global contracts, solidifying India’s place in the elite circle of railway manufacturing nations.

Marhowra’s first major export is more than a manufacturing triumph—it’s a bold statement of India’s industrial aspirations and engineering capabilities. As Bihar takes center stage in this transformation, the country is rapidly progressing toward its goal of becoming a global leader in complex, high-value manufacturing.
